News You Can Use

Yellow water is temporary, safe to drink
Some Tacoma Water customers might have noticed a yellow tint to their water in recent weeks. Tacoma Water assures customers that the water is safe to drink, and the discoloration is a temporary situation. Yellow water is not unusual at this time of year. In late summer, oxygen levels drop in the Howard Hanson Dam reservoir, Tacoma Water’s primary source of water. Iron and manganese can dissolve into the water supply as this drop occurs. Tacoma Water’s treatment process, which is necessary for health protection, converts these minerals back to their visible form, causing yellow water. This short-term discoloration ends as the reservoir levels drop and rains begin in the fall. For more information on this issue, read the online news release. Tacoma Power debuts new strategic planning process
To take advantage of an unprecedented number of business opportunities, and to answer the needs of its customers and stakeholders, Tacoma Power kicked off a strategic planning process on August 9. A strategic planning team will meet between now and early 2008 to discuss power supply and renewables, energy conservation, distribution operations services strategy, Click! and Gateway services strategy, an enterprise financial model and strategic organizational capabilities. The team will work with consultant Traversa throughout the process. Tacoma Power management anticipates asking many employees to participate in the research. Tacoma Rail repeats industry award win
For the second time in the award's three-year history, Tacoma Rail has won a Fast Track Award from Railcar Management Incorporated (RMI), a group whose software Tacoma Rail uses to track its railcars. The award r
ecognizes organizations that maximize the value of RMI's services by automating manual processes, improving reporting, providing better accounting control, managing assets better and generally making work processes more efficient. Tacoma Rail's award-winning project works in conjunction with RMI's existing system to electronically automate information exchange among Tacoma Rail, RMI and customer MacMillan Piper. MacMillan Piper estimates that its manual entry of container information has been cut by more than half, saving the company as much as $150,000 annually.

City hires assistant director of finance and budget officer
Amy Palmer was recently appointed as the assistant director of finance and budget officer; she has served in the interim position since March. Amy has worked for the City’s Finance and Budget Office for nearly 15 years, most recently serving as division manager, financial supervisor and senior financial analyst for the accounting services division in Finance. She also worked on the SAP implementation team. She has a master’s degree in public administration and is a certified public accountant.

Giving Back

August 26 spaghetti feed and variety show will benefit car crash survivors
Tracy and Susan Daugherty friends of Marc Robertson, Tacoma Rail survived a car crash in May. Both suffered serious injuries, and Susan is currently paralyzed from the neck down. The Daugherty family is active in their Summit Waller community, including the local elementary school, scouting, 4-H and Bethlehem Lutheran Church. The church is hosting a benefit spaghetti feed and variety show (by donation) on Sunday, August 26, from 10:30 a.m. to
1:30 p.m. to help the family buy a wheelchair-accessible van with a lift. Also, you can donate directly to Tracy and Susan through Bethlehem Lutheran Church. The event will be held at Bethlehem Lutheran Church, 101 East 38th Street in Tacoma, 253-474-0525. Hosts are members of the Mt. Rainer Chapter of Thrivent Financial Lutherans, with additional funding from the Mt. Rainer Chapter of Thrivent Financial for Lutherans. 

Team Tacoma Charity Golf Tournament  gives more than $6,700 to Mary Bridge
More than 128 golfers participated in the 18th Annual Team Tacoma Charity Golf Tournament held on August 10 and made it the most successful golf tournament yet. City employees and area sponsors contributed more than $6,700, and Oakbrook Golf & Country Club donated an additional $825 in raffle prizes to the Mary Bridge Children’s Foundation. Tournament coordinators Jim Curley, Power Management; Dee Langberg, Generation; Gary Cantu, Public Works; and Tami Scheidt, Public Assembly Facilities, attribute the success to the hard work of all the volunteers: Wendy LeBlanc, Customer Service; Greg Munford, System Operations; Joyce Huseby, Tacoma Public Library; and Kimi Nakano, Patti Costa, Shauna Miller and Sarah Sweeney, Public Works. Sponsors included Mortenson, Puget Sound Energy, Greater Tacoma Convention and Trade Center, Marine Terminals Corporation, 800 Got Junk, Belay Architecture, Olympic Eagle Distributing, Emerald Queen Casino, Lost Lake Resort, Cans, Tacoma Rainiers, Savi Day Spa, Winestyles and Gateways for Youth Foundation. August is Immunization Awareness Month remember that vaccinations aren't just for kids
Some adults assume that the vaccines they received as children will protect them for the rest of their lives. Generally this is true, except that some adults were never vaccinated as children; newer vaccines were not available when some adults were children, and immunity can begin to fade over time. Also, as we age, we become more susceptible to serious diseases caused by common infections. The Centers for Disease Control and Prevention note that a range of adult diseases are vaccine-preventable, including diphtheria, hepatitis A and B, influenza (flu), measles, mumps, tetanus, polio, varicella (chickenpox) and others. Check with your health care provider about your vaccination status. Your City of Tacoma immunization benefits are as follows: Regence PPO plan pays at 100%, subject to a $20 co-pay; Regence Selections plan pays at 100%, subject to a $15 co-pay; and Group Health pays at 100%, subject to a $5 co-pay. At 6:30 p.m. in the Auditorium, the board will discuss:

  • Contract to WESCO Distribution to purchase one secondary unit substation for the Cowlitz Salmon Hatchery ($183,225.72, including tax);

  • Contract to The Calvert Company to purchase two 15.5 kV, 10,000-amepere rated isolated phase buses for the Mossyrock generators ($211,266, plus tax);

  • Contact to Cannon Construction to install telecommunications infrastructure to complete the Pierce County North build-out ($5,268,196.75, including tax);

  • Increase and extend contracts with NAES Power Contractors and Rakoz Electric to provide electrical services for Tacoma Public Utilities Complex and hydro facilities (combined increases total $1,115,000; cumulative contracts total $1,987,436.13, plus tax);

  • Three-year contract to ERMCO for 15kV class three-phase padmounted transformers for Tacoma Power’s distribution system ($4,244,208, plus tax);

  • Contract to Terex Utilities to purchase two 55-foot BPH material handling aerial devices and two buckets ($248,740, plus tax);

  • Authorize Tacoma Water to participate in a City of Tacoma Department of Public Works local improvement district project No. 8645, Broadway LID, to replace existing water mains ($1,727,442.69, plus tax);

  • Authorize Tacoma Power to participate in a City of Tacoma Department of Public Works LID No. 8645, Broadway LID, to build a conduit and vault system ($3,217,161.23, plus tax);

  • Three-year contract to Eschelon Telecom to provide public switched telephone services to the Tacoma Public Utilities Complex ($102,600, plus tax);

  • Award two-year contract to Osmose Utility Services to perform wood pole inspection, treatment and reinforcement services throughout Tacoma Power’s service area ($800,000, plus tax);

  • Increase contract to evaluate claims against Tacoma Water arising from Second Supply Project;

  • Form local improvement district No. 7224 for the conversion of existing overhead electrical primary, telephone and cable TV systems to underground;

  • Authorize Tacoma Power to continue participating in the Energy Matchmakers Program;

  • Execute an agreement to implement the WashWise conservation program.

  • Execute agreements to implement the Change A Light program, a Bonneville Power Administration program;

  • Execute an agreement to continue operating the Lighting Design Lab;

  • Execute a consultant contract to evaluate Tacoma Water’s Business Plan and Business Plan development process;

  • A study session at 3 p.m. about Change A Light and WashWise proposed conservation programs; a contract to Cannon Construction to complete the Pierce County North build-out of Click! Network infrastructure; the Broadway local improvement district; the Western Electric Coordinating Council/National Electric Reliability Council Compliance Audit findings and mitigation plans; and a Quality Action Team status report on monthly billing.
